The Faribault City Council on Monday evening declared a local state of emergency amid the COVID-19 outbreak.
A global outbreak of an infectious disease identified as COVID-19 has occurred with confirmed cases present in Minnesota. In response to this outbreak, Governor Tim Walz issued Emergency Executive Order 20-01 and declared a peacetime emergency on March 13.
Because the situation is sudden and unforeseen , and because traditional sources of relief are not able to adequately provide the protections and remedies needed in response to the outbreak, the City declared the local emergency. The emergency, a formal action by the City Council which goes through March 31, provides that emergency contracts and agreements are not subject to the normal purchasing and competitive bidding requirements.
